Being prepared really works in times of emergency when you will probably be battling disaster on your home-front as well as for your historical society. Resources are inevitably stretched very thinly and you have to make decisions quickly. Make it routine each year to address how your society will respond to a disaster and how you could improve on your response to previous disasters.
