This paper (read before the committee of the S.A. Chamber of Commerce on 13 August, 1884 and first printed in South Australian Register of 15 August) bemoans the Sydney-centric attitude of the N.S.W. Government to proper development of the Darling River as means of moving freight to and from its nearby settlements. It then provides a financial justification for the proposed investment in locks along the river to make it navigable all year round.
Enclosed with the above is the "Report on the navigation of the River Darling" by G. Gordon, C.E. to the Provisional Directors of the River Darling Navigation Co. which sets out the proposed works required to complete the necessary locks.
